Summary:The Ministry of Health reaffirms its commitment made in the National Strategy “Vision for the Deinstitutionalization of Children in the Republic of Bulgaria” to close all institutions for disabled children with constant medical care. In spite of the fact that the Social Assistance Directorates take monthly measures to remove children from institutions, no alternative care is currently provided even for children with disabilities who do not need permanent medical care. The Ministry of Health cannot take measures to terminate the placements in institutions, in view of the fact that it has no such powers, they are the responsibility of the Social Assistance Agency. There is a positive trend of more children being removed than admitted to institutions for 2024. The text of the letter justifies the continued placement of children in institutions with the fact that these are children with congenital anomalies, disabilities and chronic diseases for which the need for long-term treatment and rehabilitation has been reported and/or with exhausted diagnostic and therapeutic possibilities, which requires them to be under long-term medical supervision.
